杭州市临平区地处长江三角洲圆心地,坐落于G60科创大走廊和杭州城东智造大走廊的战略交汇点,区域面积286平方公里,辖7个街道、1个镇,常住人口119余万人,是杭州东北门户。

这里拥有临平国家级经济技术开发区、临平新城、大运河科创城三大平台,拥有艺尚小镇、中国(杭州)算力小镇、中国工业互联网小镇等一批特色小镇。截至2022年底,全区拥有规上企业698家,产值100亿元以上企业2家、50亿元以上企业4家、10亿元以上企业25家、亿元以上企业224家。截至目前,全区已有上市企业27家。4家企业入选浙江省“未来工厂”,数量居全省第一。数字化改革正有力地撬动着制造业高质量发展,“未来工厂”建设动力澎湃。

临平是品质幸福“主城区”。

5000多年的玉架山遗址、2000多年的运河文化和1000多年的超山梅花文化在此相互融合,涵养了“兼收并蓄、开放包容、拼搏进取”的人文精神。完善的教育、医疗、养老等配套,众多的智慧图书馆、城市口袋公园、体育场、健身点等各类文体设施,覆盖全域的商业综合体,让临平成为宜居幸福之城。

长三角开放高地

临平交通便捷,拥有“一绕三射”的高速路网(绕城、沪杭、杭浦、申嘉湖杭),“四横三纵”的快速路网,“八铁交汇”的轨道路网——2条高铁(沪杭高铁、即将开建的沪乍杭高铁)、4条地铁(3号线、9号线、即将开建的15号线、18号线)、2条城际线(杭海城际、规划中的苏杭城际穿境而过)。此外,这里还拥有大运河、运河二通道、上塘运河等独一无二的航运资源,可实现江海河联运。

去年6月,望梅高架路二期和东湖高架路二期两条快速路全线正式通车;8月,沪杭高速公路临平段改建工程全线通车;10月,秋石高架路的延伸段320国道快速路二期通车。“三路一环”快速路网体系全面贯通,让临平区成为浙江省首个拥有快速路环线的区县。从临平出发,半小时内直达萧山机场,40分钟内直达上海,形成四通八达的“一小时省际交通圈”。

临平具有坚实的产业基础。2022年全区GDP破千亿元,完成财政总收入229.93亿元。

当前的临平正加快构筑“一核三片两轴”空间发展格局,实施“南融、北创、东靓、西优、中兴”的区域发展战略,打造未来智造片、数创时尚片、大运河科创片三大片区。

临平依托区内三大产业平台——临平国家级经济技术开发区、临平新城和大运河科创城,确立了以数字经济为核心、新经济为引领、实体经济为支撑的产业发展整体战略,全力构建“3+1+X”的现代产业体系,打造千亿级高端装备制造、八百亿级生命健康、五百亿级时尚产业三大主导产业集群,大力培育工业互联网产业集群,加快布局新一代人工智能、5G生态、半导体等战略性新兴产业、未来产业。

历史上看,临平自古繁华。临平之名在东汉时已见诸史册,境内上塘运河是杭州历史上第一条人工河。临平是上塘河水路东出杭州的必经之地和第一大埠。大运河、良渚玉架山、超山梅花三大文化在此交相辉映。

临平地处杭嘉湖平原,自古以来就是江南水乡、富庶之地,拥有江南三大赏梅胜地之一超山、古镇塘栖等风景名胜。临平山、丁山湖湿地等山水资源各具特色,是文学大师丰子恺笔下的“江南佳丽地”。

临平城市配套完善。随着大剧院、亚运场馆等一批公共服务设施相继建成,时尚潮流街区、百联奥特莱斯等一批高端消费街区的落户,以及杭州跑步中心、东湖公园等一批高颜值休闲场所陆续建成使用,使临平焕新为兼具古风韵和现代感的时尚新都市。

Linping District of Hangzhou is situated at the core of the Jiangsu-Zhejiang-Shanghai one-hour economic circle, strategically positioned at the crossroads of the G60 Sci-tech Innovation Corridor and the Hangzhou East Intelligent Manufacturing Corridor. Spanning an area of 286 square kilometers, it comprises 7 subdistricts and 1 town, with a population of over 1.19 million residents. It serves as the northeastern gateway to Hangzhou.

Linping plays a vital role as a bridge connecting the cities of Hangzhou and Shanghai.

Linping District benefits from multiple high-speed transportation links to the Yangtze River Delta region, including the Shanghai-Hangzhou High-Speed Railway, Shanghai-Kunming Railway, Shanghai-Hangzhou Expressway, Hangzhou-Pudong Expressway, Shanghai-Jiaxing-Huzhou-Hangzhou Expressway, and more. Moreover, it boasts unique waterway resources, such as the Beijing-Hangzhou Grand Canal and the Second Channel of Beijing-Hangzhou Grand Canal in the Hangzhou section. These numerous advantages highlight Linping’s pivotal role as a bridge connecting Hangzhou with Shanghai and the wider Yangtze River Delta region.

Linping is home to three major platforms: the Linping National Economic and Technological Development Zone, the Linping New City, and the Grand Canal Science and Technology Innovation City. Additionally, it features several distinctive towns, including E-Fashion Town, China (Hangzhou) Town of Computing Power, and China Industrial Internet Town. As of the end of 2022, the district boasted 698 large-scale enterprises, including 2 with an output value exceeding 10 billion yuan, 4 exceeding 5 billion yuan, 25 exceeding 1 billion yuan, and 224 exceeding 100 million yuan. Currently, there are 27 listed companies, and 4 have been recognized as “Future Factories” of Zhejiang Province, the highest number in the province. The manufacturing industry is experiencing robust growth driven by digital transformation, and the construction of “Future Factories” is gaining significant momentum, contributing to the high-quality development of the industry.

Linping is a place that embraces a rich cultural heritage, with notable landmarks such as the Yujiashan ruins dating back over 5,000 years, the Grand Canal Culture spanning over 2,000 years, and the Chaoshan Plum culture originating from over 1,000 years ago. The integration of these cultural elements represents the humanistic spirit of “diversity, inclusiveness, openness, and diligence”. In addition to its cultural significance, Linping has also prioritized the development of a high-quality living environment. The district boasts a well-developed education system, healthcare facilities, and elderly care services, ensuring the well-being of its residents. Open Highland in the Yangtze River Delta

Linping has excellent transportation infrastructure, including a comprehensive high-speed road network with the Ring Expressway, Shanghai-Hangzhou Expressway, Hangzhou-Pudong Expressway, and Shanghai-Jiaxing-Huzhou-Hangzhou Expressway. It also has a robust fast road network. Two high-speed rail lines, the Shanghai-Hangzhou High-Speed Railway and the upcoming Shanghai-Zhapu-Hangzhou High-Speed Railway, intersect in Linping. The district is served by four subway lines and two intercity rail lines. Linping’s unique waterway resources, such as the Grand Canal and the Second Channel of Beijing-Hangzhou Grand Canal, provide additional transportation options. Overall, Linping’s transportation network ensures efficient travel and supports regional development within the Yangtze River Delta.

In recent developments, Linping has achieved significant transportation improvements. Last June, Phase II of Wangmei Elevated Road and Donghu Elevated Road opened. In August, the reconstructed Linping section of the Shanghai-Hangzhou Expressway was completed. In October, the extension of Qiushi Elevated Road and Phase II of the G320 Expressway opened. These developments have fully interconnected the fast road network, making Linping the first place in Zhejiang Province with a ring expressway. As a result, Xiaoshan International Airport is now a 30-minute drive away, and Shanghai is just 40 minutes away from Linping. This has created an extensive “one-hour interprovincial transportation circle”.

Highland for Digital and Intellectual Transformation

Linping boasts a robust industrial foundation, as evidenced by its remarkable economic achievements. In 2022, the district’s GDP exceeded 100 billion yuan, accompanied by a total fiscal revenue of 22.993 billion yuan. Currently, Linping is actively advancing the implementation of a spatial development pattern known as “one core, three zones, and two axes”. This strategy aims to achieve regional development goals, including the integration of the south, the innovation of the north, the beautification of the east, the optimization of the west, and the rising prominence of the center. As part of this initiative, Linping has established three major zones: the Future Intelligent Manufacturing Zone, the Digital Fashion Zone, and the Grand Canal Science and Technology Innovation Zone.

Linping has strategically developed its three major industrial platforms, the Linping National Economic and Technological Development Zone, the Linping New City, and the Grand Canal Science and Technology Innovation City, to establish a comprehensive industrial development strategy. This strategy focuses on the digital economy as the core, with the new economy leading the way and the substantial economy providing support. Linping aims to create three leading industrial clusters: high-end equipment manufacturing, valued at 100 billion yuan, life and health, valued at 80 billion yuan, and fashion, valued at 50 billion yuan. These clusters will drive Linping’s economic growth. Additionally, Linping is nurturing industrial internet clusters and developing strategic emerging industries, such as artificial intelligence, 5G, and semiconductors.

Highland for Panoramic Happiness

Historically, Linping has been prosperous since ancient times. The name “Linping” was already recorded in history during the Eastern Han Dynasty. The Shangtang Canal, as the first man-made waterway in the history of Hangzhou, flowed through Linping, serving as a vital passage and the largest port for this river’s eastward route out of Hangzhou. Three major cultures, namely the Grand Canal Culture, Yujiashan Culture of Liangzhu, and Chaoshan Plum Culture, coexist and shine in Linping.

Linping is located in the Hangzhou-Jiaxing-Huzhou Plain, known since ancient times as a water town and a land of prosperity in the Jiangnan region. It is home to Chaoshan, one of the three famous plum blossom viewing sites in Jiangnan, as well as scenic spots like the ancient town of Tangqi. Linping is blessed with distinctive natural landscapes, such as Linping Mountain and Dingshan Lake Wetland, making it a picturesque place that literary master Feng Zikai described as the “beautiful land of Jiangnan”.

Linping has a well-developed urban infrastructure. With the completion of a series of public service facilities such as the Grand Theater and the Asian Games venues, the establishment of trendy fashion blocks like the Bailian Outlet Mall, and the construction and use of high-quality leisure places such as the Hangzhou Running Center and Donghu Park, Linping has transformed into a fashionable and modern city that combines ancient charm with a contemporary atmosphere.

In addition, Linping has abundant medical and educational resources. The entire district has nearly 200 kindergartens and basic education schools, as well as over 100 high-quality medical resources, including more than 100 branches of the Second Hospital of Zhejiang University School of Medicine. There are also over 240 various home-based elderly care service institutions available in the area.
